In military and law enforcement units, the INITIAL CADRE is a select group with demonstrated leadership ability and/or critical skill sets, and comprised of those who volunteer for the toughest missions, stepping up to a challenge, forging ahead into the uncertain, and selflessly paving the way ahead for others to follow.
